UNWA / TIF District Development Implementation Plan

The City of Indianapolis hired a team led by Development Concepts, Inc. to produce a Development Implementation Plan for a Tax Increment Finance (TIF) District in the United Northwest Area (UNWA). UNWA is an economically distressed area of the City that features high residential vacancies and numerous industrial properties just northwest of downtown Indianapolis.

Working with City staff and neighborhood representatives, DCI recommended two areas to invest the available funds. First, the Martin Luther King Jr. Street Corridor, focused on infrastructure improvements and development incentives to spur commercial growth. The second, the Central Canal, focused on an extension of a popular Indianapolis bicycle / pedestrian trail and the acquisition of underutilized industrial properties along the Canal to address blight and provide a potential development amenity to leverage residential improvements.

Throughout the intensive four month process, DCI remained open and flexible to modify their approach to create a comprehensive, realistic development plan that has been embraced by the neighborhood, business owners, multiple agencies within the City, and the development community.”
