Who We Are

Development Concepts, Inc. (DCI) is an Indianapolis, Indiana based planning and development services firm that bridges the gap between planning and development. We are a team of developers and urban planners with decades of professional experience in the public and private sectors. We believe that sustainable investment cannot occur without good planning and an understanding of the marketplace. At DCI, we measure our success by what happens after our work is done. Since 1991, DCI has led teams involved in billions of dollars in local, regional, and national investment and development activity.

Principals

Ian Colgan, AICP

Ian oversees DCI’s consulting services. Ian’s experience includes downtown, neighborhood, and corridor revitalization; commercial and housing development; urban redevelopment; local and regional economic development; and land use and transportation planning. Ian specializes in addressing the relationship of local market and economic conditions and their impacts on land use, development and transportation patterns. In addition to being a certified planner, Ian is an experienced market and economic analyst. He has conducted dozens of studies examining development trends in the housing, retail, commercial, industrial, and hospitality markets,  including economic and employment analysis.

Mike Higbee

Mike founded Development Concepts, Inc. in 1991 after serving as Director of the Department of Metropolitan Development in Indianapolis, Indiana. He is a nationally recognized expert in public-private partnerships and development implementation. Mike’s work at the City of Indianapolis led to significant strides in the revitalization of Downtown Indianapolis. In 2003, he began a comprehensive neighborhood development initiative called Martindale on the Monon, located northeast of downtown Indianapolis. Since then, significant progress has been made in this once distressed neighborhood, including the construction of nearly 40 new mixed-income homes and the development of a new charter school.
